獨協学園は、2021年10月22日に創立138周年を迎えました。そのルーツ は1883年（明治16年）に設立された獨逸學協会学校（旧制獨協中学校）に発 します。同校の設立母体となった獨逸學協会は、西周、品川弥二郎、桂太郎 といった明治を代表する人物が集い組織したもので、当時ヨーロッパで急速 に国力強化を遂げたドイツの先進的な文化と学問とを学び取る目的を持って 設立されたという時代背景があります。以来、長きにわたり我が国において ドイツ語を教える唯一の中学校として知られ、医学界、法曹界及び教育界を 目指す者の登竜門として日本社会に数多の優秀な人材を輩出してきました。 時代が移り、第二次世界大戦後に混迷の一時期がありましたが、1952 年、第三次吉田茂内閣で文部大臣を務めた、獨逸學協会学校（旧制獨協 中学校）出身の哲学者天野貞祐の獨協中学・高等学校長就任を転機とし て、再び力強い発展期を迎えることができました。 天野校長は、戦後、学園関係者の間で大学設置を要望する声が高まる 中、関湊という稀代の企業家をパートナーに迎え、｢大学は学問を通じて の人間形成の場である｣との建学理念に基づき、1964年に獨協大学を設 立いたしました。 その後も本学園におきましては、故関湊理事長の英断と果敢な実行力の もと、1973年に獨協医科大学、1980年に獨協埼玉高等学校（2001年に獨 協埼玉中学校を開学）。1987年には姫路獨協大学を設立し、現在の学園の 骨格がほぼ完成いたしました。さらに、姫路獨協大学に医療保健学部（2006 年）、薬学部（2007年）、看護学部及び人間社会学群（2016年）を設置し、今 日の本格的な文理総合大学として教育分野の充実を図ってまいりました。 獨協大学においては、国際教養学部（2007年）、法学部総合政策学科 （2008年）、外国語学部交流文化学科（2009年）、そして2013年4月に 経済学部国際環境経済学科を新設いたしました。また、獨協医科大学で は、看護学部（2007年）、助産学専攻科（2011年）及び大学院看護学研 究科（2012年）を開設いたしました。このように各大学の学部・学科の 充実を着実に進めています。 獨協学園は、上述の建学理念のもと、「各校の自主性、独自性を尊重し つつ、ひとつの法人として整合性を以て経営する」という方針に基づき、 各校が独自に運営されています。 昨今の我が国における極端な少子化の進行を背景に、私立大学等を取 り巻く経営環境は厳しさを増しています。教育・研究・医療を通じて地域 社会に貢献し、社会の変化に対応し、より強固な経営基盤を確立すること により今後の厳しい競争に勝ち残っていくことが求められています。そこ で、当学園は、学園本部及び各校が連携し、中長期計画としての「獨協学 園基本計画」を1998年より策定し、2年ごとの見直しを実施いたしており ます。2022年には第13次として、2028年度までの計画を策定いたしま す。この計画に基づき、当学園は多様化する社会の教育ニーズに対応で きる教育者の充実、本学の伝統である国際交流の重視、キャンパス・アメ ニティの充実、積極的な情報公開、コンプライアンス体制の強化等を進 め、これらを通じて主体的で創造性の高い人材育成をめざし、社会的・国 際的貢献ができる人物を養成する所存であります。 Dokkyo Gakuen （* ） celebrated its 138th anniversary on October 22, 2021. Its roots date back to 1883 （the 16th year of the Meiji Era） when the German Association School was founded. The nucleus of the school, German Association, was organized by the great men in the Mei ji Era such as Amane Nishi, Yajiro Shinagawa and Taro Katsura with the purpose of learning the advanced culture and sciences of Germany, the European country rapidly strengthening its national power at the time. Since then, as the only high school in Japan to teach German language, the school produced many talented men in the fields of medical science, judicial world and education. Dokkyo Gakuen endured difficult years af ter the Second World War and came back to see the time of powerful growth again. The year 1952 was the point of change when Dr. Teiyu Amano, a philosopher and the minister of Education for the third term of Prime Minister Shigeru Yoshida’s Cabinet, became the principal of Dokkyo high school. Dr. Amano, at the request of many graduates of Dokkyo and with the support of Mr. Minato Seki, an magnificent entrepreneur, established Dokkyo University in 1964 with the school motto, “A University is an institution where character is developed through learning”. Af ter that, under the strong leadership and unr ivaled abi l ity to accompl ish missions of Chancellor Minato Seki who succeeded Dr. Amano, Dokkyo Gakuen established Dokkyo Medical University in 1973, Dokkyo Saitama Senior High School in 1980 (af terword in 2001 Junior High School was added) and Himeji Dokkyo University in 1987. On top of that Himeji Dokkyo University added the science courses, Faculty of Health Care Sciences in 2006, Faculty of Pharmaceutical Sciences in 2007, and Faculty of Nursing as well as College of Humanities and Social Sciences in 2016 thus making Dokkyo Gakuen an academic organization covering both liberal arts and sciences. Furthermore, Dokkyo University established Faculty of International Liberal Arts in 2007, Department of Policy Studies in Faculty of Law in 2008, Department of Tourism and Transnational Studies in Facul t y of Foreign Language in 2009 and Depar tment of Economics on Sustainability in Faculty of Economics in 2012. Dokkyo Medical University opened School of Nursing in 2007, Graduate Program of midwifery in 2011 and Graduate School of Nursing in 2012. At Dokkyo Gakuen, each university and school is independently managed with the common school motto mentioned above. Currently private schools in Japan are facing harsh business environment mainly caused by declining birth rate. Dokkyo Gakuen is determined to maintain the competitive advantages in coming years by contributing to society with better educat ion, researches and medical ser vices. Since 1998 Dokkyo Gakuen has been managed in systematic and consistent manner under the “Medium Term Management Plan” which has been reviewed and revised in every two years. In 2022, it is drawing up the 13th Medium Term Management Plan covering the period until the year 2028. 獨協学園は、明治のはじめドイツ文化を中心とする西欧文化 の粋を摂取して、わが国文教の興隆をはかる目的で設立され た獨逸學協会（明治14年・1881年）にその端を発していま す。当時の文明開化の先端を拓こうとしたこの協会が、人材 を養成するために設けた学校が獨逸學協会學校（明治16年・ 1883年）でありました。 The h i s t o r y o f Dok k y o Ga k u en (Dok k y o Gr ou p o f Academic Institutions) started with the birth of the Doitsugaku Kyokai (German Association), which was founded in 1881 to promote Western and, in particular, German studies in Japan. By doing so, we have also been trying to live up to the ideal expressed by our founding father Dr. Teiyu Amano: “A university is a place where character is developed through learning.” Having proclaimed the "Dokkyo University Environmental Declaration” in 2008, we have been committed to further the “Campus Realignment” project and developed energy-efficient infrastructure such as a solar power generation system and a natural ventilation system. Additionally, we adopted the "Dokkyo University Human Rights Declaration" in 2020, which states that we will not tolerate any prejudice or discrimination based on disability, sexual orientation, or gender identity, and that we respect diversity in order to recognize and respect everyone’s personality and individuality, and will support one another to build a more inclusive society.The declaration also states that Dokkyo University will provide a supportive environment for human growth and development predicated on respect for human rights and equal opportunities towards academic study and research. Furthermore, in order to play a key role in achieving a society where "no one is left behind," we established the SDGs Planning and Promoting Committee in 2021, becoming the first university in Saitama Prefecture to be registered as a "Saitama Prefecture SDGs Partner.” In addition, we have formulated the "Dokkyo University SDGs Action Guidelines" to further accelerate the SDGs-related activities. Moreover, as achieving SDGs is crucial in making various positive developments in our society, Dokkyo University will continue to develop competent human resources who could support such a process. Inheriting the 130 years’ long tradition and history of Dokkyo Gakuen for its foreign language education and international exchange activities, we will try to improve the educational environment as a whole. 獨協学園は、人文科学・社会科学・自然科学の分野において、それぞれ 特化し専門化した領域を有する3大学（獨協大学、獨協医科大学―附属３ 病院と２看護専門学校を有している―、姫路獨協大学）、２中学・高等学 校（獨協中学・高等学校、獨協埼玉中学高等学校）から構成される総合的 な学園です。 また、「大学は、学問を通じての人間形成の場である（天野貞祐獨協大 学初代学長）」という共通の教育理念を持ち、「各校の自主性、独自性を尊 重しつつ、一つの法人として整合性をもって経営する」との経営方針のも と、学園内の連携を密に取りながら各校が独自に運営されています。 獨協学園では、平成10年度から中長期計画を策定しています。令和３ 年度は、「獨協学園第12次基本計画（2020年度）」の初年度にあたり、諸 課題に対して学園本部及び各校が緊密に連携し取組みました。 主な事業実績としては、令和３年度は新型コロナウイルス感染拡大が未 だ収束への道筋が見通せない中、各校においては学生生徒の安心安全を 最優先に考え、学びを継続させ教育の質を確保すべく対面授業と遠隔授 業（オンライン授業）の組合せや奨学金事業等の継続実施など、創意工夫 しながら学修支援に積極的に取組みました。また、各病院においては引続 き新型コロナウイルス感染防止対策の徹底を図りながら医療提供体制の 確保に努めました。加えて、安全で質の高い医療を提供するため既存施設 設備の改修・更新を着実に実施しました。これらの取組みにより、学生生 徒の確保に努めるとともに、地域に密着した教育機関、研究機関及び医療 機関としての責務を果たしてまいりました。 また、姫路獨協大学については開学以来の地域に根差した運営を強化・ 発展させるため、姫路市に対し公立大学法人化に関する要望書を提出しま した。 獨協学園は、各校が連携して教育・研究・医療を通じて地域や社会へ貢 献しながら、各校では原則としてそれぞれの事業活動収入及び着実な償 還計画のある借入金の範囲内で収支予算を編成しております。学園が有す る人的・知的資源を有効に活用して学園内の協力関係をさらに深め、また 外部との連携を図ることにより、特色ある学校経営を進めてまいります。 令和４年度は、近年の少子化、文教政策の変化等、学校法人を取り巻く 経営環境が厳しさを増している状況に加え、当学園の経営に大きく影響す る診療報酬改定の年にあたり全体でマイナス改定となることが予想されま す。新型コロナウイルスの感染及び拡大リスクの継続とも相まって、先行 きが見通し難い中での事業運営となります。 このような状況下、令和４年度は中長期計画である「獨協学園第13次基 本計画(2022年度)」の策定の年にあたります。第12次基本計画で予定し た事業を着実に実行しつつ、外部環境に機敏に対応し、各校において引続 き教学面、施設設備面及び学生サービス面の充実を図り、地域に密着した 教育機関、研究機関及び医療機関としての責務を果たし地域貢献を実現 します。また、ガバナンス強化と積極的な情報公開を進めることで、広く 社会から評価されるよう努めてまいります。 事業活動収入合計は1,210億16百万円（令和３年度予算比44億29 百万円増加）となります。主な収入科目として、医療収入が918億1百万 円、学生生徒等納付金が183億６百万円、経常費等補助金収入が48億31 百万円、寄付金収入17億４百万円を計上しております。基本金組入額は 123億72百万円です。なお事業活動収入合計に占める医療収入の割合は 75.9％となります。 一方、事業活動支出合計は1,177億46百万円（令和３年度予算比31億 83百万円増加）となります。主な支出科目は、人件費476億65百万円、教 育研究経費631億94百万円（うち医療経費353億52百万円）、管理経費 は59億54百万円となります。 以上から基本金組入後の当年度収支差額は91億２百万円の支出超過と なりますが、基本金組入前当年度収支差額は32億70百万円の黒字を計 画しています。 事業活動収支予算書詳細については（表５）を、資金収支予算書詳細に ついては（表６）を、事業活動収入及び事業活動支出の科目別構成比につ いては（図表２）をご参照ください。 （獨協学園の事業報告及び財務情報の詳細については学園のホームページ https://dac.ac.jp/をご覧ください。） 学校法人獨協学園の令和3年度決算と令和4年度予算について DISCLOSURE 令和３年度 事業報告概要と決算について 01 令和４年度 事業計画概要と予算について 02 1 事業報告概要 1 事業計画概要 2 事業活動収支（表1、 図表1） 事業活動収入の合計は、予算1,165億87百万円に対し決算では1,286億 20百万円と120億33百万円の予算超過となりました。これは、主に経常費 等補助金収入やその他の特別収入等が予算を上回ったことによるものです。 事業活動支出の合計は、予算1,145億63百万円に対し決算では1,138 億４百万円と予算を７億59百万円下回りました。これは、主に人件費等が 予算を下回ったことによるものです。 以上のことから、基本金組入前当年度収支差額は148億16百万円となり 予算を127億92百万円超過いたしました。 当年度収入合計は1,529億75百万円と事業活動収入で説明した要因等 により予算を113億35百万円超過しました。当年度支出合計は1,452億 62百万円と予算を18億17百万円下回りました。これは、事業活動支出で 説明した要因に加え、資産運用支出が予算を上回ったものの主に施設・設 備関係支出等が予算を下回ったことによるものです。 以上のことから、翌年度繰越支払資金は350億69百万円と予算を159 億76百万円上回る結果となりました。 3 資金収支（表2） 2 予算の概要 監 査 報 告 書 令和４年5月26日 学校法人 獨 協 学 園 理 事 会 御中 評 議 員 会 御中 学校法人 獨 協 学 園 監事（常任） 桑 原 克 也 監 事 沼 尾 利 郎 監 事 岡 原 宏 一 私たち、学校法人獨協学園の監事は、私立学校法第37条第3項及び学校法 人獨協学園寄附行為第7条第4項の規定に基づき、令和3年度（令和3年4月1 日から令和4年3月31日まで）の業務若しくは財産の状況又は理事の業務執行 の状況について監査を実施いたしました。 その結果について、次のとおり、報告いたします。 1 監査方法の概要 私たち監事は、理事会、評議員会その他の重要な会議に出席するほか、理事 等から業務の報告を受けるとともに、重要な決裁書類等を閲覧しました。 さらに、学園の内部監査室の協力を得て、法人本部及び設置されている各学 校において、業務並びに財産の状況を監査するとともに、会計監査人（監査法 人夏目事務所）と連携し、計算書類について検討するなど、必要と認めた監査 手続きを実施しました。 2 監査の結果 （1）学校法人獨協学園の業務及び財産に関する決定若しくは執行方法又は理 事の業務執行は適切であり、学校法人の業務並びに理事の業務執行に関 する不正行為、法令 及び寄附行為に違反する重大な事柄は認められませ んでした。 （2）事業報告書、財産目録、資金収支計算書、事業活動収支計算書、貸借対照 表は会計帳簿と合致し、法令及び寄附行為にしたがい法人の経営並びに法 人の財産及び収支の状況を正しく示しているものと認めます。 以上 16 DOKKYO GAKUEN
