獨協学園は、2025年10月22日に創立142周年を迎えます。そのルーツは 1883年（明治16年）に設立された獨逸學協会學校（旧制獨協中学校）に発し ます。同校の設立母体となった獨逸學協会は、西周、品川彌二郎、桂太郎と いった明治を代表する人物が集い組織したもので、当時ヨーロッパで急速に 国力強化を遂げたドイツの先進的な文化と学問とを学び取る目的を持って設 立されたという時代背景があります。以来、長きにわたり我が国においてド イツ語を教える唯一の中学校として知られ、医学界、法曹界及び教育界を目 指す者の登竜門として日本社会に数多の優秀な人材を輩出してきました。 時代が移り、第二次世界大戦後に混迷の一時期がありましたが、1952 年、第三次吉田茂内閣で文部大臣を務めた、獨逸學協会學校（旧制獨協 中学校）出身の哲学者天野貞祐の獨協中学・高等学校長就任を転機とし て、再び力強い発展期を迎えることができました。 天野校長は、戦後、学園関係者の間で大学設置を要望する声が高まる 中、関湊という稀代の企業家をパートナーに迎え、｢大学は学問を通じて の人間形成の場である｣との建学理念に基づき、1964年に獨協大学を設 立いたしました。 その後も本学園におきましては、故関湊理事長の英断と果敢な実行力の もと、1973年に獨協医科大学、1980年に獨協埼玉高等学校（2001年に獨 協埼玉中学校を開学）。1987年には姫路獨協大学を設立し、現在の学園の 骨格がほぼ完成いたしました。さらに、姫路獨協大学に医療保健学部（2006 年）、薬学部（2007年）、看護学部及び人間社会学群（2016年）を設置し、今 日の本格的な文理総合大学として教育分野の充実を図ってまいりました。 獨協大学においては、国際教養学部（2007年）、法学部総合政策学科 （2008年）、外国語学部交流文化学科（2009年）、そして2013年4月に 経済学部国際環境経済学科を新設いたしました。また、獨協医科大学で は、看護学部（2007年）、助産学専攻科（2011年）及び大学院看護学研 究科（2012年）を開設いたしました。このように各大学の学部・学科の 充実を着実に進めています。 獨協学園は、上述の建学理念のもと、「各校の自主性、独自性を尊重し つつ、ひとつの法人として整合性を以て経営する」という方針に基づき、 各校が独自に運営されています。 昨今の我が国における極端な少子化の進行を背景に、私立大学等を取 り巻く経営環境は厳しさを増しています。教育・研究・医療を通じて地域 社会に貢献し、社会の変化に対応し、より強固な経営基盤を確立すること により今後の厳しい競争に勝ち残っていくことが求められています。そこ で、当学園は、学園本部及び各校が連携し、中長期計画としての「獨協学 園基本計画」を1998年より策定し、見直しを実施いたしております。この 計画に基づき、当学園は多様化する社会の教育ニーズに対応できる教育者 の充実、本学の伝統である国際交流の重視、キャンパス・アメニティの充 実、積極的な情報公開、コンプライアンス体制の強化等を進め、これらを 通じて主体的で創造性の高い人材育成をめざし、社会的・国際的貢献がで きる人物を養成する所存であります。 Dokkyo Gakuen（*） will celebrate its 142th anniversary on October 22, 2025. Its roots date back to 1883（the 16th year of the Meiji Era） when the German Association School was founded. The nucleus of the school, German Association, was organized by the great men in the Meiji Era such as Amane Nishi, Yajiro Shinagawa and Taro Katsura with the purpose of learning the advanced culture and sciences of Germany, the European country rapidly strengthening its national power at the time. Since then, as the only high school in Japan to teach German language, the school produced many talented men in the fields of medical science, judicial world and education. Dokkyo Gakuen endured difficult years after the Second World War and came back to see the time of powerful growth again. The year 1952 was the point of change when Dr. Teiyu Amano, a philosopher and the minister of Education for the third term of Prime Minister Shigeru Yoshida’s Cabinet, became the principal of Dokkyo high school. Dr. Amano, at the request of many graduates of Dokkyo and with the support of Mr. Minato Seki, an magnificent entrepreneur, established Dokkyo University in 1964 with the school motto, “A University is an institution where character is developed through learning”. After that, under the strong leadership and unrivaled ability to accomplish missions of Chancellor Minato Seki who succeeded Dr. Amano, Dokkyo Gakuen established Dokkyo Medical University in 1973, Dokkyo Saitama Senior High School in 1980 (afterword in 2001 Junior High School was added) and Himeji Dokkyo University in 1987. On top of that Himeji Dokkyo University added the science courses, Faculty of Health Care Sciences in 2006, Faculty of Pharmaceutical Sciences in 2007, and Faculty of Nursing as well as College of Humanities and Social Sciences in 2016 thus making Dokkyo Gakuen an academic organization covering both liberal arts and sciences. Furthermore, Dokkyo University established Faculty of International Liberal Arts in 2007, Department of Policy Studies in Faculty of Law in 2008, Department of Tourism and Transnational Studies in Faculty of Foreign Language in 2009 and Department of Economics on Sustainability in Faculty of Economics in 2012. Dokkyo Medical University opened School of Nursing in 2007, Graduate Program of midwifery in 2011 and Graduate School of Nursing in 2012. At Dokkyo Gakuen, each university and school is independently managed with the common school motto mentioned above. Currently private schools in Japan are facing harsh business environment mainly caused by declining birth rate. Dokkyo Gakuen is determined to maintain the competitive advantages in coming years by contributing to society with better education, researches and medical services. Since 1998 Dokkyo Gakuen has been managed in systematic and consistent manner under the “Medium Term Management Plan” which has been reviewed and revised. 獨協学園は、明治のはじめドイツ文化を中心とする西欧文化 の粋を摂取して、わが国文教の興隆をはかる目的で設立され た獨逸學協会（明治14年・1881年）にその端を発していま す。当時の文明開化の先端を拓こうとしたこの協会が、人材 を養成するために設けた学校が獨逸學協会學校（明治16年・ 1883年）でありました。 The history of Dokkyo Gakuen (Dokkyo Group of Academic Institutions) started with the birth of the Doitsugaku Kyokai (German Association), which was founded in 1881 to promote Western and, in particular, German studies in Japan. By doing so, we have also been trying to live up to the ideal expressed by our founding father Dr. Teiyu Amano: “A university is a place where character is developed through learning.” Having proclaimed the "Dokkyo University Environmental Declaration” in 2008, we have been committed to further the “Campus Realignment” project and developed energy-efficient infrastructure such as a solar power generation system and a natural ventilation system. Additionally, we adopted the "Dokkyo University Human Rights Declaration" in 2020, which states that we will not tolerate any prejudice or discrimination based on disability, sexual orientation, or gender identity, and that we respect diversity in order to recognize and respect everyone’s personality and individuality, and will support one another to build a more inclusive society. The declaration also states that Dokkyo University will provide a supportive environment for human growth and development predicated on respect for human rights and equal opportunities towards academic study and research. Furthermore, in order to play a key role in achieving a society where "no one is left behind," we established the SDGs Planning and Promoting Committee in 2021, becoming the first university in Saitama Prefecture to be registered as a "Saitama Prefecture SDGs Partner.” In addition, we have formulated the "Dokkyo University SDGs Action Guidelines" to further accelerate the SDGs-related activities. Moreover, as achieving SDGs is crucial in making various positive developments in our society, Dokkyo University will continue to develop competent human resources who could support such a process. Inheriting the 142 years’ long tradition and history of Dokkyo Gakuen for its foreign language education and international exchange activities, we will try to improve the educational environment as a whole. 獨協学園は、人文科学・社会科学・自然科学の分野において、それぞれ特化 し専門化した領域を有する3大学（獨協大学、獨協医科大学―附属3病院と2 看護専門学校を有している―、姫路獨協大学）、および2中学・高等学校（獨協 中学・高等学校、獨協埼玉中学高等学校）から構成される総合的な学園です。 本学園は、1883年、西 周らによって創設された獨逸学協会学校にその基 を有する伝統ある教育機関であり、知育・徳育・体育重視の全人教育をその基 盤としているものです。その成立過程の相違から、各学校はそれぞれの特徴を有 してはおりますが、獨協学園全体の教育目的は、各学校独自の建学の理念に基 づき、時代を超えた個性・特色ある教育・研究・医療を実現しようというものです。 本学園は、このような特徴を最大限に発揮し、教育・研究・医療を通して多様な 特色ある人材の育成を図りつつ、社会的・国際的に貢献します。 獨協学園では、平成10年度から基本計画（中長期計画）を策定しています。 令和6年度は基本計画の2年毎の策定の年にあたり、「獨協学園第14次基本 計画（2024年度）」について、基本計画策定委員会夏季集中討議での議論も踏 まえ検討した結果、姫路獨協大学の経営改革の状況が定まらないことから、令 和6年11月28日開催の理事会及び評議員会の承認・同意を得て計画の策定 延期を決定しました。同大学の方向性を見極めつつ、第13次基本計画の見直 しとしての第14次基本計画の策定を目指してまいります。 学園全体での主な事業実績としては、各校においてはカリキュラム改正やその 定着、ICT環境整備の継続等により引続き教育環境・教育の質を確保するなど、 創意工夫しながら学修支援に積極的に取組みました。また、各病院においては 引き続き診療の安定を図りつつ、安全で質の高い医療の提供及び業務の効率 化を目指し、医療DXを推進するとともに既存施設設備の改修・更新を着実に実 施しました。施設面においては、獨協医科大学では創立50周年記念事業の一 環として総合教育研究棟の工事が進捗中で、埼玉医療センターにおいては新た に管理棟が竣工しました。これらの取組みにより、学生生徒の確保に努めるととも に、地域に密着した教育機関、研究機関及び医療機関としての責務を果たして まいりました。 獨協学園は、各校が連携して教育、研究及び医療を通じて地域や社会へ貢献 しながら、各校では原則としてそれぞれの事業活動収入及び着実な償還計画の ある借入金の範囲内で収支予算を編成することとしております。学園が有する人的・ 知的資源を有効に活用して学園内の協力関係をさらに深め、また外部との連携を 図ることにより、特色ある学校経営を進めてまいります。 令和7年度は、近年の少子化、文教政策の変化等、学校法人を取り巻く経営 環境が厳しさを増している状況に加え、当学園の経営に大きく影響する医療部門 の収支が、人件費及び医療経費を含む各種諸経費の高騰を診療報酬増加策 や経費削減策等の様々な取り組みでもカバーしきれず、更に悪化する見込みです。 学園全体としても、国内及び国際情勢の更なる不安定化や各方面での物価高騰 の継続など、引き続き先行きが見通し難い中での事業運営となります。 このような状況下、令和7年度は、姫路獨協大学の経営改革を始め学園の諸 課題を念頭に置き、基本計画及び事業計画で予定した事業の着実な実行を目指 しつつ、外部環境の変化に機敏に対応し、各校において引き続き教学面、施設設 備面及び学生サービス面の充実を図り、地域に密着した教育・研究・医療機関と しての責務を果たし地域貢献を実現してまいります。また、私立学校法の改正を踏 まえたガバナンス強化と積極的な情報公開を進めることで、広く社会から評価され るよう努めてまいります。 事業活動収入合計は1,301億26百万円（令和6年度予算比21億24百万 円増加）となります。主な収入科目として、医療収入1,018億56百万円、学生生 徒等納付金178億41百万円、経常費等補助金54億20百万円、寄付金18億 48百万円等を計上しております。基本金組入額は172億31百万円です。なお事 業活動収入合計に占める医療収入の割合は78.3%となります。 一方、事業活動支出合計は1,322億66百万円（令和6年度予算比40億77 百万円増加）となります。主な支出科目は、人件費518億56百万円、教育研究経 費744億8百万円（うち医療経費437億72百万円）、管理経費57億87百万円 等となります。 以上から基本金組入前当年度収支差額は21億40百万円の支出超過となり、基 本金組入後の当年度収支差額は193億70百万円の支出超過を計画しています。 事業活動収支予算書詳細については（表 5）を、資金収支予算書詳細につい ては（表 6）を、事業活動収入及び事業活動支出の科目別構成比については（図 表 2）をご参照ください。 （獨協学園の事業報告及び財務情報の詳細については学園のホームページ https://dac.ac.jp/をご覧ください。） 学校法人獨協学園の令和6年度決算と令和7年度予算について DISCLOSURE 令和6年度 事業報告概要と決算について 01 令和7年度 事業計画概要と予算について 02 1 事業報告概要 1 事業計画概要 また、姫路獨協大学については、令和3年度に姫路市に対して行った公立大 学法人化に関する要望は困難との回答を得、その後の他法人への譲渡も実現に は至らず、経営改革に向けた様々な方策を継続して検討しています。 事業活動収入合計は1,259億79百万円（予算比20億23百万円減少）とな りました。これは、主に学生生徒納付金、寄付金、医療収入が予算比で減少し たことによるものです。 事業活動支出合計は1,268億73百万円（予算比13億16百万円減少）とな りました。これは、主に人件費が予算比で増加しましたが、教育研究経費、管理 経費、資産処分差額が予算比で減少したことによるものです。 以上から、基本金組入前当年度収支差額は予算を7億7百万円下回り、8億 94百万円の支出超過となりました。 当年度収入合計は、1,709億58百万円となり予算を3億74百万円上回りま した。当年度支出合計は、1,720億53百万円となり予算を1億24百万円下回 りました。 以上に加え、前年度繰越支払資金が予算を45億45百万円上回ったことか ら、翌年度繰越支払資金は299億27百万円となり予算を50億42百万円上回 りました。 監 査 報 告 書 令和7年5月29日 学校法人 獨 協 学 園 理 事 会 御中 評 議 員 会 御中 学校法人 獨協学園 常勤監事 桑原克也 監 事 沼尾利郎 監 事 岡 原 宏 一 私たち、学校法人獨協学園の監事は、私立学校法第37条第3項及び学校法 人獨協学園寄附行為第7条第4項の規定に基づき、令和6年度（令和6年4月1 日から令和7年3月31日まで）の業務及び財産の状況並びに理事の業務執行の 状況について監査を実施いたしました。 その結果について、次のとおり、報告いたします。 1 監査方法の概要 私たち監事は、理事会、評議員会その他の重要な会議に出席するほか、理事 等から業務の報告を受けるとともに、重要な決裁書類等を閲覧しました。 さらに、学園の内部監査室の協力を得て、法人本部及び設置されている各学 校において、業務並びに財産の状況を監査するとともに、会計監査人（監査法 人夏目事務所）と連携し、計算書類について検討するなど、必要と認めた監査 手続きを実施しました。 2 監査の結果 （1）学 校法人獨協学園の業務及び財産に関する決定若しくは執行方法又は理 事の業務執行は適切であり、学校法人の業務並びに理事の業務執行に関す る不正行為、法令及び寄附行為に違反する重大な事柄は認められませんで した。 （2）事 業報告書、財産目録、資金収支計算書、事業活動収支計算書、貸借対照 表は会計帳簿と合致し、法令及び寄附行為にしたがい法人の経営並びに法 人の財産及び収支の状況を正しく示しているものと認めます。 以上 3 資金収支（表2） 2 事業活動収支（表1、 図表1） 2 予算の概要 16 DOKKYO GAKUEN
